There are two different licensing models for Microsoft SQL Server Standard Edition: Server / CAL licensing or licensing per core. The Enterprise Edition is always licensed per core.
Server / CAL licensing consists of: Server license + access license.
For each physical or virtual operating environment (OSE) where there is SQL Server running, a license must be assigned to the server. This server license entitles the user to execute any number of instances within the licensed operating system environment.
Access Licenses (Client Access License, CAL)
Access to the SQL Server software requires a SQL Server access license (CAL). This CAL can be assigned to either an accessing device or an accessing user.
- Device CAL: A device CAL licenses a device for use by any number of users who are allowed to access instances of the server software from that device.
- User CAL: A user CAL allows a particular user to access the server software with any device.

For products under the “Pro Core” licensing model, the customer must either choose the licensing based on physical cores on a server or the licensing according to individual, virtual operating system environments (OSE).
In this form of licensing, the individual users or devices do not have to be separately licensed.
Licensing by physical cores on a server
All cores of the physical server processors must be licensed. The minimum amount is four core licenses per processor.

Licensing by Single Virtual OSE
The number of licenses required corresponds to the number of virtual cores in the virtual OSE, taking into account a minimum requirement of four licenses per virtual OSE.
